This is an Ovoo (pronounced owoo) they are placed in significant and sacred plases. Such as on the summits of mountains or the tops of high road passes. When Mongolians visit these or pass by offerings are made for safe travel. On special occasions a silk scarf (khadag) is placed on the Ovoo.
